Keith Hulley Elected President of the
Silver Institute - Will Continue to Pursue Initiatives to Stimulate Silver Demand

- July 1, 2003) Keith Hulley, Chief Executive Officer of Apex Silver Mines Limited
(Amex: SIL) was elected President of the Silver Institute, effective today. Mr.
Hulley was selected by the Institute's membership this spring to take over the
helm from Ross Beaty, Chairman and Chief Executive Officer of Pan American Silver
Corporation, whose two-year term expired yesterday.
Mr.
Hulley stressed that he would like to continue the Institute's strategic marketing
efforts, which are designed to increase silver demand. "We want to build
on the Institute's ongoing work in many areas, including efforts to work with
the Chinese government and industry officials in order to bring more transparency
to the Chinese silver market. We also want to encourage silver-coinage programs
throughout the world, as well as increase government and private sector industrial
research into silver-based applications," Mr. Hulley stated.
"By
focusing on the industrial demand side of the silver equation, which is the largest
and fastest growing sector of silver demand, we can simultaneously bring more
funding into silver-based programs while increasing investor awareness of this
most versatile of metals, silver," Mr. Hulley added. The Institute's executive
committee comprised of leading silver mining company executives is guiding the
planning stages for these efforts.
"We look
forward to working with Keith in his capacity as President of the Institute,"
said Paul Bateman, Executive Director of the Silver Institute. "His hands-on
knowledge of the issues confronting the industry will serve the entire silver
community well. We also want to pay special tribute to Ross Beaty, who did a wonderful
job leading the Institute for the past two years," Mr. Bateman added.
Mr.
Hulley, who has a B.S. in mining engineering from the University of Witwatersrand
and an M.S. in mineral economics from Stanford University, is a mining executive
with over 40 years of experience in the mining industry. Prior to his present
position, Mr. Hulley served in executive positions with Western Mining Corporation
Holding Limited, USMX Inc., Atlas Corporation, Kennecott Corporation, BP Minerals,
Inc, and Gold Fields Limited.
